Non-Emergency Medical Transportation Insurance
Request a NEMT insurance quote for wheelchair vans, ambulatory transportation or non-emergency stretcher operations. Work directly with Derrick to review your vehicles, drivers and contracts, then compare available coverage and payment options.
For transportation business owners and providers. This is business insurance, not a passenger ride-booking service. Emergency ambulance and 911 operations are outside this page’s scope.
Operations We Help Insure
NEMT is passenger transportation. Your submission should clearly explain who you transport and the assistance your team provides.
Lift- and ramp-equipped vans with passenger securement systems. Tell us about vehicle conversions, seating and passenger assistance.
Sedans, SUVs and minivans serving passengers traveling to dialysis, therapy and medical appointments.
Non-emergency stretcher operations are considered subject to market appetite. Describe attendants, equipment and any care provided en route.
One vehicle or a growing fleet. We present your ambulatory, wheelchair and stretcher percentages accurately to underwriting.
Coverage Overview
The program depends on your vehicles, people and contracts. Availability and coverage are subject to insurer approval and policy terms.
Liability protection for covered bodily injury and property damage arising from insured vehicles. Limits should reflect your operation and current contracts.
Comprehensive and collision for scheduled vehicles. Review vehicle values, wheelchair conversions, lifts, ramps and deductibles with us.
Coverage for eligible non-auto business exposures, subject to policy terms. Passenger assistance and loading exposures need careful review across policies.
Review employee and attendant duties, payroll, state requirements and contract requirements when selecting coverage.
May address qualifying rented, borrowed or employee-owned vehicle liability. Passenger transport use must be disclosed and accepted by the insurer.
Additional limits may be available over approved underlying policies when your transportation contracts require them.
Send the insurance section of your current agreement. We review requested limits and endorsements before submission. Certificates reflect bound coverage; additional insured requests must be supported by the policy.
Georgia & Florida
Medicaid programs and private transportation contracts can have different insurance and credentialing requirements. There is no universal limit for every NEMT business.
Georgia Medicaid identifies Verida as the NEMT broker serving all five regions beginning April 1, 2026. Providers pursuing Medicaid transportation work should obtain the current provider agreement and credentialing requirements.
We review insurance limits, driver and vehicle schedules, loss history, certificate requests and supported endorsements. Pinnacle is an independent insurance agency and is not affiliated with Verida.
Georgia Medicaid NEMT information →Florida providers may serve transportation brokers, facilities and managed-care organizations. Bring the current insurance requirements from each contracting partner so limits and endorsements can be identified early.
We consider garaging location, territory, vehicle equipment, passenger services and driver history when preparing your submission to available markets.
Florida AHCA describes non-emergency transportation as a covered Medicaid service. Provider insurance should still be reviewed against your specific transportation or health-plan agreement.
Florida Medicaid transportation information →Understanding Your Premium

Annual miles, trips per day, operating radius and where vehicles are principally garaged.
Ambulatory, wheelchair and stretcher mix, attendants and the assistance your team provides.
Years operating, prior coverage, claims frequency and severity, and loss runs where available.
Liability limits, deductibles, required endorsements and the transportation partners you serve.
Starting a Transportation Business
A new business can be considered by certain markets. Eligibility, pricing and terms depend on the operation and underwriting.
Tell us about management experience, proposed drivers, vehicle purchases, passenger services, realistic mileage and the contracts you are pursuing. If you have not started operating or do not have loss runs, say so. Accurate information gives underwriters a clearer basis for review.

Common Questions
Practical guidance for providers evaluating coverage and preparing a submission.
Potentially. New ventures are considered subject to carrier appetite and underwriting. Management experience, driver history, vehicle details, territory and passenger services matter when there is no operating loss history.
There is no single dependable flat rate. Vehicles, drivers, garaging territory, mileage, passenger mix, loss history, limits and contracts affect premium. A complete submission lets us seek terms for your actual operation.
Commercial auto liability is usually the foundation. Physical damage, general liability, workers’ compensation, hired and non-owned auto, and excess liability may also be appropriate depending on your business and contracts.
Eligible wheelchair operations can be submitted to available markets. Provide vehicle values and conversion details. Coverage for lifts, ramps and other equipment must be confirmed in the policy; it is not automatic.
Certain markets may consider it. Describe attendants, equipment and any medical services provided. Emergency ambulance and 911 response are separate exposures and are outside this page’s scope.
Mixed operations may be eligible. Give us realistic percentages for each passenger service, including any stretcher work, so the submission accurately describes the business.
Send your current provider agreement and insurance requirements. Limits and endorsements should be reviewed against the exact contract and operation rather than a generic figure online.
Employee structure, state law and contracts determine the requirement. Tell us about drivers, attendants and payroll so we can review the coverage needed.
No. NEMT transports passengers and is underwritten differently from freight trucking. Your insurance application needs to describe medical transportation accurately.
Pinnacle is licensed in both states and can submit eligible NEMT operations to available markets, subject to underwriting and carrier appetite.
After coverage is bound, we can issue certificates that accurately reflect the policy. Additional insured status and special wording must be supported by the policy and applicable endorsements. A certificate does not expand coverage.
Start with your company, contact information, state, vehicle count and operation type. If available, add drivers, radius, mileage, daily trips, requested start date, current carrier and contract partner. We follow up for schedules and supporting documents.
License requirements depend on vehicle specifications, seating capacity, use and applicable rules. We review driver and vehicle information for underwriting; confirm licensing obligations with the relevant licensing authority.
Possibly. Market appetite varies. Share the operation details and the reason for the decline so we can assess which available markets may consider the risk.
Coverage depends on the incident and each policy. Loading, unloading, wheelchair securement and assistance away from the vehicle can involve different exclusions. Describe those duties so auto and general liability terms can be reviewed together.
When terms are available, compare the annual premium, required down payment, installment amounts, fees, deductibles and coverage together. Payment plans vary by insurer and financing arrangement; a low installment alone does not show the total cost.
